According to leading journalist David Ornstein, Aston Villa have accepted a £117m bid from Chelsea for the England international.
Arsenal had been interested all summer and saw him as a key target but Rogers wanted Chelsea, with Xabi Alonso a key part to the move.
A six year contract with the option of an extra year has been agreed, a medical is scheduled for Monday.
Rogers featured in every game for England at the World Cup starting twice and assisting Anthony Gordon against Argentina in the semi-final defeat.
The 23-year-old made 125 appearances for Villa registering 31 goals and 29 assists. Rogers was part of the side that won the Europa League final against Freiburg.
The Villans paid just £16m for Rogers from Middlesbrough back in January 2024.
